Starting in October 2026, Singaporeans aged 55 and older will become eligible for HDB Community Care Apartments, a type of assisted living flat designed for seniors. The current minimum age requirement of 65 will be lowered, allowing more people to downsize or plan for retirement housing earlier.

The adjustment was announced in a joint statement by the Ministry of Health, Ministry of National Development, and Housing Board on July 13, 2026. The move is part of a broader effort to expand housing and care options for seniors, including the introduction of Age Well Neighbourhoods across the country.

Lower fees, streamlined services

These apartments include senior-friendly fittings and a mandatory basic service package, which currently costs about $159 per month. From 2026, fees will drop by 18% to 75%, reducing the monthly expense to between $130 and $140 for projects like Harmony Village @ Bukit Batok.

The savings result from simplifying the services offered. Social activities, for instance, will be held at nearby active ageing centres rather than dedicated communal spaces within the apartments. The cost of maintaining those spaces will no longer be included in the basic package, though most activities remain free or subsidised.

An emergency alert device, once part of the standard package, will become optional. Those who opt out will still have access to 24-hour emergency support. Other services, such as assistance with minor home repairs, reading letters, and interpreting bills, will continue unchanged.

The revised fees take effect in the second quarter of 2027. Over a 45-year lease, the total cost of service fees would fall from $215,000 to approximately $167,000 in cash.

Subsidies will be available for eligible seniors. Those who struggle with at least one activity of daily living—such as bathing, using the toilet, or eating—can receive financial help, subject to means-testing based on household income.

More time to plan, but demand remains uneven

The lower age requirement will apply to both Build-To-Order (BTO) and Sale of Balance Flats (SBF) exercises, giving seniors greater flexibility. At 55, they will have two options: a 2-room flexi flat on a short lease or a Community Care Apartment.

The Housing Board has launched five such projects so far, with a sixth—260 units in Toa Payoh, near Caldecott MRT station—opening for applications in October 2026. Demand, however, has been inconsistent. The most recent project, Fernvale Plains in Sengkang, was undersubscribed in October 2025, with only 152 applicants for 207 units.

Lee Sze Teck, senior director of data analytics at a real estate agency, noted that Harmony Village @ Bukit Batok had an application rate of 4.2, compared to 0.7 for Fernvale Plains.

The government will review the new eligibility rules and fee reductions periodically to account for inflation, operational costs, and evolving care needs.
